History of Queen’s College
Queen’s College was established in 1841 as The Theological Institute by The Right Reverend Aubrey George Spencer, appointed in 1839 as the first Bishop of the Diocese of Newfoundland. His successor, The Right Reverend Edward Feild, re-established The Institute in a new building and named it Queen’s College in honour of Queen Victoria and The Queen’s College, Oxford, his alma mater. Its prime purpose was then, and is now, to offer training leading to ordination. Since that time the College has expanded its programs to include persons who wish to pursue the study of theology without seeking ordination.
We now offer full-time and part-time programs for those preparing for ordained and non-ordained ministries in the Church and community. We have on-campus, online, hybrid and correspondence courses that help students complete M.Div., MTS, M.Th., B.Th., Associate, Diploma and Certificate programs. We collaborate and partner with other faith groups to strengthen our programs and the learning experience. Our programs include and foster theological education, pastoral training supervision, spiritual development, participation in a faith-based learning community, and a vibrant chapel life. We are a small college, responsive to the rapidly changing needs of the churches and communities we serve.
The Faculty consists of two full-time and various part-time members. A network of trained supervisors in Clinical Pastoral Education, Supervised Practice of Ministry, and Parish Internship programs also forms an integral part of the College’s programming.

Affiliation with Memorial University
Queen’s College is the oldest degree-granting institution in the Province of Newfoundland and Labrador, with a history reaching back to 1841. Though Queen’s College is a separate educational institution from Memorial University that still grants its own degrees and diplomas, it is an affiliated College of Memorial University. Our facilities are on the Memorial campus. This relationship enables the College to share many of the University’s resources. Students registered at Queen’s College and members of Faculty have access to the University library, and other common facilities or services normally made available to Memorial University students or Faculty. Some of our Adjunct Faculty also teach at Memorial, especially in the Department of Religion and Culture.
Queen’s is pleased to partner with Memorial University, especially the Department of Religion and Culture and other Humanities Departments on conferences, symposiums, and educational events.
Purpose of the Engagement
Queen’s College seeks an experienced Strategic Planning Consultant to lead the development of a comprehensive, forward-looking strategic plan. The plan will strengthen the College’s ability to form leaders for ministry, deepen spiritual formation, ensure financial sustainability, and respond effectively to the changing needs of the Church and broader community.
Grounded in an ethics of care and the Gospel of Jesus, the planning process will reflect Anglican theological values — including dialogue, accompaniment, compassion, hospitality, critical reflection, and shared learning — while integrating academic excellence, relational leadership, and practical ministry application.
Key Deliverables
- A comprehensive, actionable Strategic Plan (including vision, strategic priorities, measurable goals, implementation timelines, and evaluation frameworks).
- Supporting documents: environmental scan / market analysis, stakeholder consultation summary, SWOT analysis, risk assessment, and financial sustainability recommendations.
- Facilitation of inclusive consultation processes with faculty, students, staff, alumni, denominational leaders, and community partners.
- Final report and presentation to the Corporation in Fall 2027.
Timeline
Project start: Ideally late 2026 or early 2027 (flexible).
Final strategic plan and report to be submitted for the Fall 2027 Corporation meeting.
Budget
$15,000 – $30,000 CAD (all-inclusive fee covering all consulting services, travel within Newfoundland and Labrador if required, materials, and final deliverables).
Key Responsibilities
Strategic Planning & Organizational Development
- Develop and document comprehensive, long-term strategic plans to achieve organizational goals.
- Conduct in-depth analysis of trends in comparable Anglican theological colleges and in ministry formation in general.
- Evaluate current college processes to identify areas for efficiency improvements.
- Lead the design, facilitation, and implementation of a comprehensive strategic planning process.
- Conduct in-depth market research, organizational assessments, and stakeholder consultations to identify strengths, challenges, and opportunities.
- Develop strategic priorities aligned with the college’s mission, theological identity, and long-term sustainability.
- Create measurable goals, timelines, and evaluation frameworks to support implementation and accountability.
- Support leadership in aligning governance, operations, academic programming, and pastoral formation initiatives with strategic objectives.
- Perform business forecasting and risk assessments to inform investment decisions.
Theological & Educational Alignment
- Integrate Christian theological values into the strategic planning process with particular attention to pastoral formation, relational leadership, and justice-oriented ministry.
- Ensure planning frameworks reflect the Gospel of Jesus and the richness of the Anglican theological tradition through practices of dialogue, accompaniment, compassion, hospitality, critical reflection, and shared learning.
- Explore approaches to theological education that foster spiritual growth, ethical leadership, contextual awareness, and community engagement.
- Support the development of educational models grounded in transformative learning and mutual formation.
Stakeholder Engagement & Facilitation
- Facilitate listening sessions, focus groups, workshops, and consultations with faculty, students, denominational leaders, staff, alumni, and community partners.
- Foster inclusive and collaborative dialogue processes that encourage diverse perspectives and collective ownership of outcomes.
- Build trusting relationships across stakeholder groups while navigating organizational tensions and differing theological perspectives with care and integrity.
- Prepare reports, presentations, and communication materials that clearly articulate findings and strategic recommendations.
Leadership & Change Support
- Guide leadership teams through organizational change processes with transparency, empathy, and strategic clarity.
- Support institutional resilience by identifying opportunities for innovation, sustainability, and growth within theological education.
- Develop recommendations related to leadership development, pastoral formation, curriculum renewal, and institutional culture.
- Encourage strengths-based and relational approaches to leadership and decision-making.
Skills & Qualifications
- Training and experience in leadership, education, organizational development, or related field preferred.
- Experience in strategic planning, organizational consulting, leadership development, or higher education administration.
- Awareness of, and appreciation for Anglicanism, its varieties of theological, liturgical, and ecclesial traditions.
- Strong understanding of Christian theological education in an ecumenical context, pastoral formation, and faith-based organizational structures.
- Knowledge of transformative learning theory, ethics of care, relational leadership, and collaborative facilitation practices.
- Demonstrated ability to lead complex conversations with empathy, diplomacy, and critical thinking.
- Excellent written, communication, research, and facilitation skills.
- Experience: 3–5+ years of experience in strategic planning, business consulting, or a related analyst role.
- Education: Bachelor’s degree in Business Administration, Finance, Marketing, or a related field; MBA preferred or commensurate experience.
- Analytical Skills: Proven ability to synthesize quantitative and qualitative data to form actionable insights.
- Strategic Thinking: Strong understanding of market dynamics, competitive analysis, and business modeling.
- Communication: Excellent interpersonal and presentation skills, with the ability to influence senior management.
- Technical Proficiency: Familiarity with data analysis software, project management tools, and Microsoft Office Suite.

Other Competencies

Work Arrangement
- Primarily remote/hybrid, with some in-person facilitation and meetings in St. John’s, NL expected.
- Reports to the Principal (or designated College representative).
